Chinese Legation were informed on September 3rd

that His Majesty's Government did not see the need for a

Chinese consular officer in Hongkong and it was suggested

that the Commissioner of Customs should issue invoices.

They replied yesterday that this was not possible, on

the ground that customs service regulations prevented it.

They proposed that Chinese government should send a

special official to Hongkong to do this work, and if this

was not acceptable that it should be done by Chinese

Chamber of Commerce or in last resort by an individual

Chinese resident recommended by government of Hongkong

and appointed by Chinese government.
